Is over-the-counter one of those adjectives that requires a hyphen both before and after the noun?

The fastest way to find that out is to look it up in a dictionary--if it is shown hyphenated there, then it is always hyphenated.

I'm not superseding 14Tonks' response, just expanding on it. What I generally do is go to OneLook.com. You can put the phrase in question in the search box without hyphens. If the results show it hyphenated in all the dictionaries in which it appears, you probably don't need to go further. If dictionaries disagree, then you need to judge the results based on the quality and reliability of the dictionary as well as the copyright date (styles change!).

Thanks! There is some wonderful information in these articles. Is the hyphen info in a particular edition? I started to look at an article on punctuation, but haven't had time to thoroughly read it. Maybe later...
