Is it possible to just buy an adapter to change a Panasonic or other desktop transcriber pedal to a digital USB pedal?

Technically, yes. However, unless you know exactly how that adapter needs to be wired to work with the wave player you want to use, it is not going to function.
ExpressScribe used to provide wiring information for connecting a foot pedal's switches to the pins of a game port connector that would work with its software. I'm not aware of anything else that is available. If you have a Panasonic foot pedal, a gameport connector, a soldering iron, and a simple circuit tester you could do a conversion for ExpressScribe, but since game ports have rather gone out of style, you would probably be better off just buying a digital pedal.
