This is what I thought it meant:
If you are a US citizen (even if you are residing overseas) OR if you live within the continental US or Canada (Canadians and non-citizens living in the US legally), you may proceed with the testing. Am I understanding this correctly?

Well, now I can see why you might be a little confused.
M-TEC does not train outside the Continental United States/Canada. We will not ship materials offshore unless you are a U.S. citizen. We do ship to military and spouses (APO). There are a few other scenarios that would apply.
